Can Shopify Plus handle selling internationally?

Yes.
Shopify Markets handles multi-currency pricing, local payment methods and market-specific catalogues from one admin. Most ANZ brands we work with start with an NZ store and add Australia as a market rather than building a second storefront.
Shopify Plus also comes with additional "Expansion" stores as part of your plan.

Will migrating to Shopify Plus hurt our search rankings?

Assuming you are migrating platforms, only if the redirects aren't mapped.
Every old URL needs pointing at its closest new equivalent before the DNS switch, with backlinked and ranking pages prioritised. Done properly, rankings hold. Done as an afterthought, traffic drops and takes months to recover.
No effect on search rankings if you're simply upgrading plans within Shopify.

How much does a Shopify Plus build cost?

It depends almost entirely on catalogue complexity and how many systems have to talk to each other.
A single-channel storefront and a multi-region build with ERP and wholesale are different orders of work.

When should you upgrade to Shopify Plus?

Most brands are ready when one of three things is true: you've hit the transaction volume where Plus fees cost less than your current platform fees, you need B2B, extensibility or international selling that Shopify's standard plans can't support, or you're spending developer time working around checkout limits.
If none of those applies yet, upgrading early rarely pays for itself.
